Takes a normal Feature and attempts to convert it into a RichFeature.

Parameters:

f - the Feature to enrich.

Returns:

the RichFeature equivalent.

Throws:

ChangeVetoException - if any of the terms from the feature were not convertible.

makeEmptyFeature
