MODULES - Interactive module management

There are 5 Admin Only commands, to invoke the
module management system

MODLOAD <module> : to load the specified module
MODUNLOAD <module> : to remove the specified module
MODLIST : list all loaded modules
MODRESTART : restart the module loading sequence
MODRELOAD <module> : reload the specified module
