WATCH [C/c][L][l][S/s][nicknames]

Used by clients, as a ison replacement.
This command will clear your notify list,
add new nicks to it, remove nicks from it,
and show your notify list. If a nickname
becomes online, you are informed, and as
well if they become offline.
